h/t @MariusVanDerWijden for finding and fixing this on devnet 3. I made the mistake of thinking `PayloadVersion` was correlated with the `GetPayloadVX` method, but it actually tracks which version of `PayloadAttributes` were passed to `forkchoiceUpdated`.
